AFRICAN DIPLOMATIC CORPS: STRATEGIES FOR NAVIGATING THE U.S. GOVERNMENT AND THE AFRICA POLICY COMMUNITY

Background:
The African Diplomatic community has consistently complained over many years of how difficult it is for them to navigate the U.S. government and the Africa policy community. Many of the African countries operate with a Parliamentary system of government that is dramatically different than what we have here in the U.S.
Many of the African Diplomats necessarily have to spend an inordinate amount of their time simply trying to figure out who they should be talking to, which institutions they should be coordinating with, and how to gain traction for their issues and concerns. In the United States and especially in Washington, non-state actors also play an important role in how U.S. policies are shaped, and how decisions inside government get made. Therefore, African Diplomats must also figure out how to deal with non-state actors, lobbyist, advocacy groups, NGOs, and the Diaspora.

The Constituency for Africa (CFA) has agreed to partner with the Dean of the African Diplomatic Corps, the Honorable Serge Mombouli of the Republic of the Congo, to organize and host a one-day seminar for Members of the African Diplomatic Corps. The event will take place in late April 2019 in the Embassy of the Republic of the Congo, located at 1720 16th Street, NW.
The event will be structured around a keynote speaker, followed by 4 panels of subject experts. Following each panel presentation, substantial time will be made available to respond to questions and comments from the Diplomatic Corps members. Briefing materials will be prepared and distributed to attendees by CFA in advance of the meeting.
